Who has right of way in a train station multi level car park, the car or pedestrian?

The rule is the pedestrian has the right of way. Pedestrians, however, need to take charge and not hold up traffic. What you experienced were rude people who just didn't care who they were blocking. But the fact remains that most States have laws that mean you stop for pedestrians.
