My mom is worst than a pack rat?

I live in a 3 bedroom duplex and it is DIRTY! I don't know what steps to take to get my mom into better cleaning habits. I work full time and she stays home all day. The house is always dirty except for every once in awhile we are expecting company or when I start to complain. Her bathroom is horrible. You can't even wash your hands in the sick because there is stuff piled up on it. The 1 car garage is filled with stuff even though I have paid people to come clean it out. And both times she was upset because she didn't want her stuff thrown away. I pray that I don't turn out like her. My sister said she wasn't like that when she was younger she said she was more of a neat freak. My sister and are 23 years apart and my mom is 68. I don't know what to do. I can't move out because I own the place and my mom can't afford to live on her on.
