Will you help me figure this drum out?

I want to buy a drum, but don't know what to call it: a girl was playing it as part of a performing street band. The drum was rather thin and it had a strap that went around the back of her neck. It sounded like a snare drum, but I'm not sure. How do I call that drum? Where can I find one? Am I the most ignorant drummer wannabe mf on earth?
